Accountability Contract
FACTS ABOUT ACCOUNTABILITY CONTRACTS
- The Province amended the School Act in 2002 to create a new accountability framework that requires each school, each district and the Ministry of Education to review performance, develop goals and strategies for annual improvement, and report the results of their efforts to parents and the public.
- The four key components of the accountability framework are school plans, district accountability contracts, Aboriginal education enhancement agreements and district reviews.
- School planning councils - made up of parents, teachers, principals and senior secondary students, where applicable - develop, monitor and review school plans for student achievement in consultation with the school community.
- An Aboriginal education enhancement agreement establishes a partnership between a school district, all local Aboriginal communities and the Ministry of Education. The partnership involves shared decision-making and specific goal setting to meet the educational needs of Aboriginal students.
- District reviews involve external teams of educators, ministry staff and parents who visit school districts to review school and district strategies for improving achievement.
- Review of the 2005-06 school district accountability contracts shows there is a significant increase in collaboration between schools, school districts and their communities as they work to analyze student performance data and build plans to address areas of need.
- The use of school and district data is increasing, and more than 50 per cent of districts are using the B.C. Performance Standards for student assessment. The B.C. Performance Standards describe levels of achievement in key areas of learning, and have been developed for voluntary use in the province's schools.
- Many districts are making efforts to describe the connection between school plans, Aboriginal education enhancement agreements and accountability contracts. By sharing and considering the information contained in these documents, school districts and their community
partners can focus on common directions and successful practices.
